SoundExchange doesn't give out licenses to services; we administer statutory licensing that the Copyright Act allows services to operate within, provided that they meet the eligibility requirements.  Those federal requirements are very specific, and one of the main ones is that a service needs to not only be "noninteractive," but it needs to limit the amount of times that songs by the same featured artist, or songs from the same album, are transmitted within a short time period. The vast majority of statutory licensees are AM/FM radio stations that are simulcasting their signals over the internet, as well as "internet-only" radio stations.&lt;br&gt;&lt;br&gt;If a service isn't able to (or, doesn't wish to) operate within the parameters of statutory licensing, then that service usually has to get direct licensing with the sound recording copyright owner of the recording they wish to use (and that owner is usually a record label.)  We have nothing to do with direct licensing, as we are the Designated Agency (by Congress) to administer the statutory licenses that I referenced above.&lt;br&gt;&lt;br&gt;Again, I'm sorry that you were taken aback by the e-mail.
